Research shows that the black American IQ is, on average, lower than the white American.  Yes, research shows environmental reasons, but what about biology?

There is a concept demonstrating that an environmental change in an animal eventually changes genetics.  So, have blacks reached that point where their biology has changed?  How much of that lower IQ was nature to begin with?

There was a guy on here who used to post this research.  I could look this up, but am interested in good discussion.
